That looks like DEX cool.
What you are looking at looks like it's the grommet or supporting bracket for your radiator. My first guess would be check you hoses. Second, check your radiator. Easiest way to do so, get the radiator pressure tester from the parts store and see what happens when you bump up some pressure (if it's dropping pressure, listen for hissing, look for leaking).

yes it is dex cool, i could not see any signs of wetness higher up on the radiator or on any hoses. i am going to assume its a leak in the bottom corner. i noticed that the container with the coolant was about 1/5th full so i will be going out to top it of. Any recommendations on a stop leak i could use? and do i need to re use dex cool? or will any coolant work? thanks alot
i also want to add that i can see some sort of build up on the radiator cap and in the container for the coolant, it is the same color as dex cool.
