Default Ignition Lock Cylinder Access

How are you supposed to get to the ignition lock cylinder? I took off the dashboard, but there's a metal plate welded in place under the steering column. Is there another way to access the cylinder? My PCM won't let my car start. Yes, I've tried the Passlock Reset. The security light never goes off and the car refuses to crank. The starter is connected properly, but doesn't get what it needs from the ignition cylinder. I tried sending power directly to the starter from the battery and just ended up frying my fusable link. I'm supposed to be moving in two weeks. Help.

Can you get to them with a ratcheting box wrench? if not maybe drill it out start small when you do that? Or Call them guys at A1 auto and tell them what you got they will help you solve it.
