How do I remove the backseat paneling in my '99?

You have to remove the rear seat first. There are two bolts that hold the seat down down by the carpet. Once you have the bottom part of the seat out you can take the back part of the seat off with a couple more bolts that became exposed once you took the lower part of the seat out. Once you get both parts of the rear seat out you can remove the plastic panel around the seat belt with a few screws.
I think you might also have to take the rear deck carpet out as well as the plastic panel around the quarter glass before you can remove the plastic panel around the seat belt.
