Headlamp Problems

30 amp fuse and a relay sits behind driver's side fuse box.

Default 04 ss low beam

Drl's and high beams work fine, no change in intensity switching on the low beams. All new bulbs, I checked all the fuses and relays that I'm aware of. I've had the car over a year, and I've been working on it the entire time, but I don't know much about its history.
I also noticed the odometer light is really dim, but the other lights on the dimmer seem to work fine. Im starting to lean toward a ground issue because of this, but its just a guess. Can anyone pinpoint the ground locations better than "under the dash", or "on the radiator support", as these are pretty general and both require some disassebley to access.
Im needing this car to be functional!

Ive had 4-5 6th gen gauge clusters. The odometer illumination and stepper motors ALWAYS go bad. -Just so youre not looking into that dim odometer too much, I doubt thats a hint to anything.
