Default Factory Radio Issue

I've had my '87 Monte Carlo SS for about 3 weeks now and there are a few small issues...

The factory radio will not function at all. The buttons light up, but it will not function. The time comes on but it just says "1:00" the entire time.

I changed the fuse, but that didn't work.

I do plan to get a new Alpine radio soon, but I just want to make sure that the radio itself is the problem.

The radio wiring is pretty simple on those cars. You should have a constant hot wire, and a switchable hot wire off the key switch. Get your test light out, and probe to make sure you have the hot wire(orange wire), and the key on hot wire(yellow). If you do, then the problem is going to be with the radio. Radio's that old, can have cold solder joint failure, and cause the non working condition. Unless you are going to restore it a complete original, I would just put in an aftermarket unit. There is a company that fixes factory radio's, but the cost to do it is going to be as much or more than the aftermarket unit.
