EGR Valve Replacement

True, his first question was "Has anyone replaced their EGR Valve?". I suppose my answer would be "No, but I've removed and re-installed" 
The link you provided is good (as I think the EGR they used in their guide is similar to the one on the 3800). And your experience with the clugged passage is valid on a 3100 and 3400, but no good on a 3800 engine.

Its totally worth trying to clean it first. Just soak it in throttle body cleaner. On the part counter I tell people all the time that EGR valve replacement is probably the most common misdiagnosed problem in automotive. The old diaphragm ones are easy to test by just opening the valve (while off the car) and plugging the vacuum nipple. if it stays open, the valve is fine. Its harder to check on newer electronic EGR valves. But its totally normal for them to foul and they seldom need replacement. Unfortunately, so many "mechanics" are just installers throwing parts at a car. It's the most profitable way to run a garage I guess...
Soak it as in... ? I have a spray can so what parts should I hit? Just the inside? I just want to make sure I don't hit anything I shouldn't. I know to keep the wiring connector dry but is there any other part of it that absolutely shouldn't get wet?
