Cigarette Socket Solar Charging

Cigarette Socket Solar Charging
1995 Monte Carlo Z34
I replaced the blown fuse in the cigarette adapter and check the voltage(V) with my multimeter(MM).
Straight from the adapter, I got 14 V. When plugged into the socket, I got maybe 1V at the terminal ends.
I checked the continuity of the fuse for the cigarette socket and that's fine.
I put my MM leads in that same fuse socket with my adapter plugged into the socket. and got the same 14V.
Somewhere I lose the connection to the leads to the battery.
I've read of references of relays being used so no power goes to/from the cigarette socket while the ignition is off.
I don't know if this is the case with this model and was wondering what the path is for me to check between the cigarette socket to the battery.
