How are you checking for spark and what all did you check? Maybe this will help me understand a little better. The reason i ask is because if your checking the plugs against the engine block, it could be bad plugs/spacing.. If you're checking the end of the wire off of the top of the plug, it could be bad wires.. If you're checking the end of the wire closest to the coil pack, it's possible that the coil pack itself is shot. Even if it's a new coil pack, it's possible you have a dud. (it's happened to me in the past.)

Example: How many miles on your Monte ? Are there any modifications ? What has been replaced ?
When was the last time it was running (properly) ? etc.

Does it eventually start after sitting for a few minutes?
Mine did that. Not start. Wait 5 minutes. Start.
Long and expensive story short...it was the anti-theft module behind that glove box that cots $5 from the junkyard to replace.
