2000 Monte Carlo
I have an issue with the steering wheel controls. I have no wipers and no steering wheel controls. I do have turn signals, horn, and washer motor working. I have changed out the turn signal switch. Issues still persist. Fuses are ok. I do have an airbag light on, so I'm wondering if it is the clock spring. is there a way to test the clock spring in these cars?

Sounds like odds are high it's the clockspring for the air bag light, horn and the wheel controls. Not sure this plays into the wipers. Get a good scan tool that can read codes other then the PCM (might require a GM Tech II scan tool) to read the air bag trouble code.
Another possible method, disconnect the clock spring at all ends and try doing a continuity test across the pins.
