Yes... you will have to go up under the dashboard and remove the blower to get at it. I assume that the water leaking in from where the cabin air filter is fried my blower motor resistor so I would suggest doing the fix for that first if you haven't already (the part was only $6 at my local dealer - credit to Chibi for posting that fix). Rock Auto has the resistor for $28.79 vs. over $80 at my dealer.
On the right side fuse panel inside the car there is a fuse that's marked hvac it's a 25 amp fuse that one has blown on you. Replace it with a new one and the remainder of your fan speeds will work again. I'm 100% sure of this. Don't replace your module not your resistor.
