I recently acquired a 1995 monte Carlo z34 and it has starting issues it seems to be positively charged charged on the grounds under the hood when boosting the car the starter seems stuck engaged and when you touch any ground under the hood the starter tries to engage with the key off . Every once in a while it will start and seems to run ok other than a loud noise coming from belt side of engine possibly power steering pump car will run like nothing is really wrong but when you shut it off it's dead and won't start again

 

It sounds like you may have an intermittent short in the starter/solenoid, ignition switch or starter circuit wiring.
