Strobes in the fog lights

Strobes in the fog lights

I was wondering if it is at all possible to replace the lights in my fog lights with strobes then use the fog light button in my car to turn the strobes on and off?

PS-I woudn't do it you are just asking to get pulled over if you ever have them on when ur driving or forget they are on when you are driving.
