have you checked all the wiring? ballast could be bad, try swapping the bulbs first, maybe swap the ballasts to determine...

the voltage reading is bad BEFORE the ballast, so checking if the ballast is bad would be redundant. the main reason i think its wiring is because i recently changed out the brain on my alarm, day later it went out, the follow day, i smelled a strong scent of silcone burning, that shortly after went away and havnt smelled since. so, could posibly be something big, could just be something touching. I really dont know what would cause a 2 volt drop that seems strange to me. i checked seating on the harnesses to make sure nothing was loose and everything. on botht he ballast, and the light fixture its self. no idea :\

Finally got the HIDs in! I think the passenger side fog light snapped off on the outside part that attaches to the bumper. I'm not sure if there's a place where it just snaps in or if its broken.. ?? However, its fixed for now. I used a lot of tape :P. Pictures below. 6000K lows, 12000K fogs. Looks really sharp at night. I will post pictures a little later if you want. I just can't right now because my phone doesn't allow it. Grr.
