Default Fuel Gauge Does Not Work (74, 6.6L)

I have gas in my car but not a full tank. The gauge does not work I am presuming. Is it a wiring issue, or does it have to due with the fuel pump?

Have you checked the ground at the tank? It could be corroded.

Nope, had no idea where to start on such an old vehicle. How do I get to it? Just jack it up or is there an easier way to do it?
