The passenger seat in my 04 Monte won't recline forward at all using the black switch on the back of the seat. It will recline backwards fully if you use the pull switch on the side of the seat. I think it may have something to do with the cable running to the black switch but I'm not sure. I have manual cloth seats.

Is the issue the cable? Do I need to remove the entire seat to fix it? Any help is appreciated. Thanks.
