Or you can get full headers (including downpipe) for about the same price.
very true, just gotta scour the forums (clubgp usually has someone demodding, good prices) and find a good cheap, used set.

i usually assume people wouldnt do that big of a start when first learning about our cars, but thats only me. i took the long road and am now wanting my headers. good call bumpin.

Skip down to the L67 section and read through it.
It's a pretty good writeup detailing what mods are available for these cars.

x2 on researching before you buy.
The 3800 vendors are honest for the most part, but they are vendors and will sell what people will buy - not necessarily what people need.
Take a look around clubgp.com or regalgs.org, and check out grandprixforums.net and 3800pro.com. All of those forums are geared towards the grand prix and buick regal which got the L67 engines in 1997 so there are a lot more people running modded setups, and you can find a lot more information on different mods than you will here.
They also have more used parts available, and you can get a much better deal used than you will new. Most of the parts that you can find don't really wear out, and can't be seen once they are on the car so used ones are just as good as new ones (if not better because some new parts need to be adjusted for our cars).

I got a set of used TOG headers complete with a catted downpipe for $200 total.
Keep your eyes open for a good deal, as they come along once in a while.

As far as the catback.....
Keep in mind that the stock catback on these cars is pretty good and doesn't really cause any restrictions, so you won't be gaining any power by going to a bigger catback. The only reason to change out the catback is if you want to make it louder.

wow thanks for all the information guys! okay, now that i have the car finally i am trying to iron out a couple little issues that may not even be issues (oil pressure for example) and as long as all that is a go... i am going to start with the intake and exhaust and small mods for the supercharger. i think that is pretty much in line with what everyone is suggesting... i am going to try to find a used set of headers like you suggested Riggs, and i have about 650 dollars to spend out the gate because i saved some money on my loan. so... let the games begin

650 bucks is gonna be a good start. i'd recommend looking on clubgp.com in the parts for sale....you'll find GREAT bargins for people demodding.

will do, i know these guys do know a scary amount about monte carlos... i am a itching a little to get my mods bolted on because my friend has been talking trash about his mustang GT.... hmmm i smell a challenge coming on

The 1st one will not, the 2nd one will. 57-3045 is the correct kit for our gen Montes.
