Top swap kits tend to go for about $500-$600 nowadays if you get them from a classified section.
Would be an excellent starting point, especially combined with the standard bolt-on mods for under $2k. Your at an advantage already since you have a higher compression block and the 3.29 gear ratio already versus a car that came with the L67. That is assuming that you mod responsibly though.
Turbo is the way to go if you really want to lay down hp, but the farther you take it the more you are going to end up spending just like anything else.
