Great question. I don't know much about the 60's early 70's Chevrolet as far as this sort of thing goes. I do know that the Ford's started using a lap belt and shoulder belt as a 3 point system in 1968. I don't know if this was a safety decision by Ford or if this was a federal regulation. However, you were not required to wear seat belts in cars until sometime in the 80's under Reagan, and at that point a lot of people had cut out or removed the seat belts. If you look just behind the seat and feel around where the headliner is up there, or if your headliner is down, there should be a place up there where a bolt would hold the shoulder piece up.
Just a little side note for trivia, I'm quite certain my 1968 Ford Torino GT was running in the 80's. The cars manufacturing date was in June of 1968, yet the seat belts are marked as 11/68. My guess is someone took the seat belts out of the car when they bought it and when it was still running and someone had to start wearing seat belts in the '80's, they found a Torino in the junk yard and pulled the seat belts out. Whoever got the seatbelts did not get the shoulder piece because there is a bolt in the headliner and the clip where the shoulder piece goes but there was never a belt. I'm thinking that they decided not to take the shoulder harness piece, and the same thing may very well have happened to your Monte Carlo.

I have a 1970 Monte Carlo with a bench seat and they come with both the shoulder belt and the lap belts. There is also a deluxe lap belt and regular. My Monte has the deluxe belts. The belt that comes up from next to the seat on the floor will have a small buckle if its a deluxe setup or a large buckle if its not. When I got my Monte years ago, someone had taken all of the lap belts out except for the ones bolted next to the seat on the floor by the doors. I had to go to a junkyard and get the rest. I have a blue interior and it was hard trying to find the correct color belts as well as the center belts for the front bench that had the smaller receiver for the deluxe side lap belt. I hope this helps.

Four Point Seat Belt
I was thining of taking a seat belt from a junk yard car and attaching it to the back right hand side of my seat. Then taking the seat belt holster and putting on that new belt; that way it connects in the middle like a four point. Any ideas or tips would help thanks.
