I would try decreasing your break boost rpms 100 at a time until you get the results you are looking for.

On paper I should easily beat him with me having more torque and horsepower and only 400 pounds more weight

If you are racing at a local drag strip they will give you a time slip at the end of your run. It will have your 60 foot time on there

First, a few questions:

-Do you know for sure his car is bone stock? It isn't difficult to increase boost on a turbo car and not have any obvious visible changes under the hood.

-Are you getting a lot of wheelspin at launch? 2500 seems awfully high for normal street tires, even on stock power.

-how bad are you losing? Losing by a fender is going to take a lot less than if you're losing by bus lengths.

-what do you mean by 'exhaust', is it just a catback or do you have headers? The power difference with a k&n and catback is negligible.

-how much mileage do you have? Th more mileage, the more crud gets built up in the engine, and the less power it tends to make. I only ask since the car is 11 years old and could be well over 100k miles.

As far as blowing his doors off for $700 if you're getting beat now, I think your easiest option is nitrous. You can get a simple kit and a tank of race gas for well under $700. Just keep in mind, being awd, he will likely always have you out of the hole. It's just a matter of reeling him back in before the finish.

400 lbs is a pretty big difference, and in a short distance race, it can be very difficult to overcome the 60' time of an awd car, especially if the owner is willing to really dump it.

Exactly what bumping said. The awd car will always launch harder than the fwd drive car can even dream of doing so that alone puts him out front. Then from there it takes a decent amount of power over hisome to be able to come back from behind. Roll race him if you wanna see what car is faster without worrying about having to launch.
