Need a Really Quick Answer
I posted a how to on this a long time ago that may still be in the how to section, but what you want to do if you decide to gut it is to pull the air box from the car, if you look at the filter (hopefully it is dirty and it will show you very clearly just how much of your filter is being used, my total space used was about the size of a baseball looking at the collected dirt on the filter) I removed the cylinder that feeds air to the filter area and cut away the solid parts between the two pieces that mesh together against the filter. You will want to take care that you don't remove too much plastic and a Rotozip worked best for me to make my cuts. If need be I will pull my box apart one weekend and take pictures for you.
Not knocking you too hard on the bungee it just brings up some nightmares I have seen with Bungee Cords.
There was also a PCM tray for a blazer rather cheap that can be had at the dealer that worked well. I'll see if I still have the part number..

By all means, a bungee will probably hold it and you are free to use what ever you want.
I am just not a big fan of rigging things and would rather spend the time, energy and effort to make it look good and have it hold up over time.

the stock box does this.
One is gathers air from behind the headlight, and brings it into its container where it's filtered and sent through the tube to your engine.
It also holds the PCM at the bottom. This is a very important part of the car because it tells your car how to perform. PCM stands for Powertrain Control Module. Right there it tells you that it is the controller of all things for your Powertrain. Very important thing.
When people want more air flow, they realize that a cone filter can grab more air to bring in. When that air is colder it works better because it's denser. That's the importance of a box or heat shield.
When you take the stock airbox out, you are stuck with a PCM that has no where to sit, that's why you have to find something called a PCM tray to bolt into your car, and then your PCM will screw onto that so that nothing happens to it.

There is an example of one such tray.
