Default front brakes

Are the metal clips inside the caliper that hold the pads really necessary and would there be any problems if they weren't installed?

If the pads aren't sliding into the retainers make sure there isn't a build up of dirt in the grooves of the caliper. You need to press down firmly to get the retainers to 'snap' into place, then put a light coat of high temp grease on them so the pads slide freely.

Yes they are necessary and the pads needs to move freely on the clips. If not, you will just eat up the pads.

They typically come with every single box of pads I've ever bought.

The actual term for them is "abutement clip"
