Outer and inner make no sense to me. I know there's 3 sprockets, cam, crank, and balancer. Which ones are you talking about?

The one that goes on the crank with the timing chain

There's two 0 marks on both, you want them to point at each other when they come around. They are both keyed so they will only go on one way. Unless you got a dual rollmaster setup like mine.

Anyway the cam is a lot easier to turn without lifters and rockers pushing it down, so adjust it there until it lines up with the crank.

Like so:

Oh and the second mark you are talking about on the very lip of it is for the oil pump gear. If you look at the timing cover there's a gear with a similar mark.

It doesn't have a mark it has number 6 4 2 0 2 4 6 on the inner lip an the same on the outer lip but they are different on the outer lip

All that matters really is the timing diagram above. The oil pump gear will only fit on the right way.

The 6 4 2 0 2 4 6 on the sprockets is so that you can advance/retard the cam timing. Unless you are well versed on engine building and the engine was assembled from the start with the idea of running advanced/retarded cam timing it is something I suggest you do not attempt. Align the sprockets so that the '0' on each point to one another (like in the diagram Pacer provided) and you'll be all set.
