I am concerned with two items:
1. - If you are getting the security indicator and it stays active for 10 minutes, then you have a security event. And you have to repeat that cycle about 3 times without removing the key from the ignition. There are full instructions in the FWD Tech section.
2. - I am not sure when that PCM fuse would be energized. It might rely on the position of the ignition switch.

I uploaded the actual relearn procedure from the shop book (I find it to be well worded). Compare this to what you have been attempting (and see if you have any deviations from this, if so that deviation could be messing with the relearn). ALso are some tips I have found helpful that I personally added to the end of the document.
The security light staying on to me is pin pointing something failing with the passlock system. Any chance you have an aftermarket remote start installed??
