1998 monte wont crank

1998 monte will not crank.. new starter battery.. pulling my hair out.

Might be the ignition switch if it won't even crank

We need some kind of diagnostic info here to be of any real help. What is your multimeter showing when you read the terminals on the starter both at rest and while turning the key to start?

Does the dash light up?? Can you hear the fuel pump charge up?
