Default 02 Chevy mcarlo SS Dale edition

I'm not a mechanic and would appreciate any opinions of the problems I'm having with my Monte Carlo SS 02 I've had it 5 yrs, been caught in a flood, changed starter, battery mass air flow sensor, and another the goes by mafs, brakes, pads, coolant sensor it's been running fine since then, with a few times not wanting to start, was told something draining the battery so bought a jump starter to help me now that don't work and my dash lights r flickering and car won't start, I've taken the ICM in to have checked and they said it's working, put back on and same crap lights flickering and no start I can hear a buzzing noise coming from my fuel line, with no start. I'm wanting to keep the car but don't want to put any more money into it right now unless it may be an easy fix again any suggestions would be appreciated. Thanks in advance

What is happening when it doesnt start - is it cranking, but just not firing? If so, does it have fuel and spark?

Or is it not turning over at all? If that's the case, I'd load test the battery to make sure you've got a solid foundation and didnt get a dud. From there it can get complicated as there are multiple paths- is the engine seized, starter bad, bad electrical connection/ ground, security issue, etc.

You never mentioned anything about the Alternator that could be bad, They will take out the Batteries as well when they go out. When it is working should be putting out 14.3 to .8 Volts on a 12 volt system 11.8 won't start the car.
What about the Ground on the starter is it tight and touching bare metal.
Give us some more info please!
