sorry for the late response. Yes it is normal. As long as there is a snap ring that secures the regulator into its position it should be fine.. did you end up doing a fuel pressure test? If it is your fuel pump it is pretty easy to swap on our cars.. and you dont have to remove the gas tank to replace it. Just have to pull down the rear seats and pull the carpet up. There is an access panel located under the carpet that you can get to.

no just the top part of the regulator, didnt go the test yet, might have to wait till thursday because its $150 to rent the tool. but i did run a test on the fuel pressure regulator atleast a partial one. first it was bone dry and the vaccum hose was also bone dry, started the car with the vaccum hose off the regulator and for like 1-2 mins. no fuel shot out of it so this leads me to my original culprit which is the fuel pump. im going to attempt to do the repair myself if neccesary

it would be unusual if fuel did come out of the regulator with the vacuum line disconnected. That would indicate a stuck open FPR and thus flood out the cylinders. The regulator should be bone dry. That vacuum line is there to pull the valve up/open to allow pressurized fuel to reach the injectors. Your best bet is to perform a test from the service port and find out if your getting low readings.
