Unsure of getting tuned PCM/Flash Tuner
If you really want a 3.8, another option would be to sell your car and buy one with a 3.8 already in it. With how much these cars have depreciated, I can't imagine a full swap being drastically cheaper than just selling your car and buying another. You've got lots of options for years in the 6th gen body style with a 3.8.
The hypertech adjusts Rev limit, shift points, shift firmness, speed limiter, tire size, reads codes, and has a setting for 87, 91, 93 octane fuel for "added" power. I would have to double check that it works on the 3400 though. I used it on the 3800.....

I saw another thread of yours about 3400 mods. I believe I mentioned this recently to someone else looking for 3400 mods, based on my experience with the 3400, if you want a little better performance and not a hefty cost (all of this is in great detail in a thread I posted in your mods thread):
- Address any basic 100K maintenance that has not been done
- Get L67 coils
- Cold Air Intake or gut the existing air box
- Delete the resonator
- Consider the y-pipe and dual mufflers (as seen on the SS, this is more for show then go)
- Rotate the radiator mount bushings (or replace with poly bushings)
- Get a better tune on the PCM.
And call it a wrap.
Now, if all you really just want the speed limiter deleted and some trans adjustments, I might be able to work with you on that (as I offer some minor tuning adjustments, thread below):

If you want more then I offer, I would suggest one of the many vendors who are well experienced with these platforms.
As bumpin kinda eluded to, the hand held tuners are a bit weak/tame and with the car being mostly stock, there are a lot of vendors that can do more for you in the $100-$200 range over the handheld unit. And getting a HPTuner or DHP PowrTuner, it requires the money to get it and a LOT of learning.
