EGR issue on 98 MC LS - 3100 engine
I recently replace the EGR valve on my car and cleared the check engine codes. Then, took it out for a drive.
The good news is that I managed to get the car to pass inspection.
The bad news is that the check engine light came back on for the same issue after my inspection was done. It says EGR insufficient flow...what could be causing this to still be a problem even after replacing the EGR valve?

its either the tube that feeds the EGR from the exhaust or the passage in the upper intake manifold that the egr sends exhaust to. one of these could be blocked... sounds like the old EGR might have been ok...

The 3100 (especially the '94-'95 models with the 3 solenoid EGRs) are none for quarky EGR issues. Most of the time, the EGR is not really bad.
Best first thing to do, pull the EGR off. Using carb clean generously and something thin/long/flexible (I use a piece of old speedometer cable), spray and force the speedo cable down the tube/tunnel that connects the EGR to the UIM. That is common for gunking up.
