Try 409 cleaner in the shade wifey had stains on wheels like yours it helped. Wipe with a terry cloth or Micro fiber rag Rinse really good after letting is set for a SHORT time don't let it dry on the wheels.
Hope this helps if this dont work you may want to try Mothers pre-wax cleaner it has a minor abrasive safe for clear coat

I've got a set just like that!!!
I think it's some wheel cleaners.. think Bleche White did it to mine. Haven't figured out a way to clean them yet...... mine have faint green streaks in them though.

My stock set has a few areas like that on a wheel or two. But I use them for only like 3 or 4 months of the year when it snows and roads are salted so I just decided not to try and take care of it.
Me being a detailer I think its actually etching into the wheel... Do you drive in snow where roads are salted.. mine got worse after that and I know some road salts are notorious for doing that, which is why I never let salt sit on my paint for an extended period of time.. 24hrs is almost to much before it starts to etch.

almost looks to me like you left a rim cleaner on there too long. Acid will do that to your rims if you leave it on too long. try to polish a small spot with a rubbing compound and see if they come out
