If you are 100% positive it is a real chrome wheel, some rubbing compound and a very very fine (like 0000) steel wool should do the trick.
Brake cleaner should also help dissolve paint and not harm the chrome. Then you will just need a nice Chrome polish to clean them up.
However. If the previous owner did the painting correctly, they probably scuffed up and destroyed the chrome before applying the paint so that it would hold better.

ok so i think ima jus sand the paint down and repaint them black using paint from a spray gun. but since the chrome is messed up i would like to repaint the lip chrome. i would like to use the chrome that you would spray with a gun. my ? is has anybody ever done this? and is hard to do? it im having a buddy of mine who paints spray them for me. i found a nice paint by the alsa corp. heres a link of them spraying a gas tank.
