My Stock Wheels
If you are not sure what color you want to do you can always( yes i am gonna say it ) PLASTIDIP....i used it on my rims then waited 24 hrs and painted them black and they still look like bran new after 3 months. And if i ever dont like them any more a little peeling and back to stock they go.
you can paint over plastidip and still peel it off like it would just plastidip, you could do the lip then too

Those wheels look pretty rough I'd try a good polish like chibi said and if that does not work maybe you can paint them up in a reverse Jr pattern. Paint the star black and seave the rest silver.

If you read the first post, I have already concluded on going the plasti-dip route. Which is why I just want to CLEAN the wheels, instead of sanding them down at all. I'm just not sure on what to use to achieve the best level of cleanliness before I start dippin'.
I'm liking the idea of doing a reverse Jr. look, as well as the all black with a red lip. I just wouldn't put that silver cap on. Keep the red bowtie, and maybe red lug nuts as well...
