Default instrument panel outer cluster surround
looking for instrument cluster surround .. the piece with the air vents and
hole for the ignition .

What year of Monte Carlo does this need to be for?

Contact this seller on ebay. I would bet he has what you need. Just have to let them know what your after if you don't see it listed. They buy lots of Monte Carlo's and part them out. See links below:
