Default Panel Rust :P

Alright, my 97 Monte has the typical Monte/Lumina rust by the gas cap. When I bought it 3 years ago it wasn't bad at all, but forcing it to be a daily driver in the winter (which I hate to do in Minnesota winters) took its toll on the existing rust spot. My buddy who is going to school for auto body told me that the reason it is rusting so bad there is because of the foam in between the fender that gets wet and stays wet. The extent of the rust is really bad (I'll try to get a pic up tomorrow) to the point where chunks about 1/16 of an inch thick come off at a time. When I got it, it was even too far gone to sand it down. So I am wondering if there is anything I can do right now to save or prolong the rust over the winter? I know I could get a new quarter panel and do it that way, or cut out the rust beyond where it has rusted and replace it with a fresh piece but that requires more money. Or do you guys think I should just leave it as is and burn a hole in panel? I found a pic from a couple months ago when I painted my rims, so it is worse now than it was then.

lol get ur budy who's going to autobody school cut it out and put in a new peice other than that it'll just keep rusting, it's cancer....
