If they still need hangars welded on, then yes wait until after they are installed. The paint will have to be ground off to weld them up anyway.

If they are just getting 'bolted' up with pre-welded hangars, I'd paint them while they are off the car because it will be much easier.

 

I wouldn't clear coat them either but if you do make sure it high tempurature same with the primer.
