Default OEM Pace car Spoiler Install help

I apologize in advance as I'm sure some of you on here get tired of answering questions about spoilers so often, but I couldn't seem to find my answer in any other thread.

My Issue is installing a factory OEM pace car style spoiler onto my 2002 LS.
My LS has never had any spoiler on it before, so obviously I have to drill new holes.
The spoiler I have has 7 bolts, 3 in the middle, and 2 on each side, and these bolts are not removable from the spoiler at all.

My Issue is in the trunk lid. The layer that covers the underside of the trunk blocks the way of any tools being able to go in and tighten the bolts after drilling, and on top of that it would be really helpful if anyone knew where I could find a template to help as to where I should even drill.

So perhaps a circular saw is needed to carve out points in the trunk lid layer to reach the bolts?

Any help is appreciated, and I can post pictures if necessary!
