Maybe you could use some type of spray foam. You would have to make sure it didn't push the bumper cover out when it expanded. It might work tho to get a tight fit.

well right now it looks like imma need a helping hand, so to hold and keep the bumper staright while i drill and tap the holes. Once i have it fully secure on the car, then i get get a better idea on where the low spots are.
