Found some rot....
Found this when i did the intake...

sweet hole i got growing.
I'm just wondering how it looks if i take the bumper off...bottom radiator mounts are nasty.. How would I go about fixing this, or stopping it? I know i could try and strip it & bondo it.obviously requires bumper removal.. its been bothering me for the past few days..

I feel some of your pain. My Monte was a native to Buffalo NY until I bought her in September of '08 (and even though she's now in the Cleveland OH region, she has not driven a winter road since I bought her). But I too have little tiny pops of rust and that corner is one of them.
For a car driven as a daily in harsh winters, the metal impact bars will go pretty bad (the one on my old Grand Am crumbles like a cookie). If you were going to pull the front bumper fascia off, if you found the impact bar was shot, you may want to use that opprotunity to use one from I believe a Buick Rendezvous (it's aluminum and I've heard requires just a small change, I think some holes to be drilled, to bolt it right up).
As for removing the fascia, I have not taken one off a Monte, but it should be a series of 7mm screws and pop-out body fasteners. Nothing too horrible.
Repairing the rust damage, in my opinion is best done using the POR15 system. It's really a great product and holds up nicely. The floor pans on my Camaro got that treatment when we replaced them.
