is there a way to make the stock exhaust louder
im dont wanna sound like a ricer here but it makes me mad my car is quiet when my parents 96 grand am se coupe with the same motor roars and mass does not allow aftermarket mufflers and im cheap but im wondering if i could pull the duals off a wrecked grand am coupe se and it would be considered "stock" any advice would be great im kinda just bored in my dorm room right now

wow that is retarded tht they dont let people use aftermarket exhaust, i agree with the other guys punch a few holes in the muffler. My horizon's mufler has some rust holes and i refuse to buy a new one because i love how it sounds.

my moms sable was that way and well its like the no plate frames thing cops dont enforce it but you can get a ticket and if you dont know the inspection guy fail for it even though i dont have to pass emissions

Sounds like you're dealing with some kind of anti-street racing law. I've heard that some jurisdictions take a hard line on any kind of mods that are common with street racers.
Or it could be a noise ordinance. Where they just don't want loud exhausts, period. No matter what it is. Car, small truck, or motorcycle.
There's gotta be some kind of compromise you can install on your car. What about the Z34 exhaust? I'm not really familiar with the 5th gens too much. But perhaps there's a way to link up a Z34 exhaust set up to your engine? It would give you the dual exhaust and most of the bends would better fit the undercarriage of your Monte. Better than the Grand Am's would.
I wouldn't start drilling holes in your muffler. If you have to go for emissions testing in your area, they'll make you replace the muffler.

In all seriousness, don't go punching holes in your exhaust. Just do an intake and be happy with it until something changes and the law allows you to do a REAL exhaust.
