To each his/her own I gues. I did find a '95-99 Monte with a top like this for sale on the net.
To make a Monte a true convertible you will need to strengthen the body. Back when cars had full frames convertibles got an "X" member about mid point of the body to add support. So to do this to a Monte you will need to add support so the body doesn't fold up on you.
Someone was doing 4th gen Montes. They look pretty cool if you've ever seen one?
I did meet a guy once who made a '70-71 Monte into a convertible using a Chevelle as a parts source. Cool car.

For a second there I thought the picture was a real convertible. Then I saw the sunroof in the second picture. This can be a local dealer installed fake convertible roof, my fathers Grand Marquis had the "coach" roof option when he bought it. Personally,I think it ruins the smooth lines of the car, and alsocan cause rust to form underneath.
