Police scanner's
The HF frequencies were abandoned years ago for telephone use with the exception of some base to handset freqs still in use, but there aren't too many anymore. It is illegal for a company to sell a scanner capable of receiving frequecies used by cell phones, so unless a scanner has been modified it won't pick them up. Even if you open up the frequencies you'll only hear portions of the conversation because most cell phones now either use spread spectrum technology (the conversation jumps to a different frequency ever few seconds) or the conversation is scrambled when transmitted then descrambled when received.
