The city of Detroit has learned how to better handle situations like that. On big event days like that, the police set up a perimeter around the downtown. After a certain time, nobody gets in. If you have tickets for the game and you show up late, too damn bad -- you were warned ahead of time. And once you leave the perimeter, you don't get back in. Inside there is zero tolerance. The cops don't take no sh*t. Yes, it's extreme. But sometimes it's necessary, when idiots try to show up with burglary equipment and riotting supplies.
Like other cities, 99% of the people who do the damage didn't even go to the event. They're opportunists who show up after the fact and use the event as an excuse to loot stores and act like a$$es.
