There's a bridge like this close to my house. Catches unsuspecting semi drivers often.
RJ, we used to have one low rail bridge like that here in Windsor. It was on a major street which was a known truck route. It was only a couple inches too low. So it would catch trucks all the time. Just enough to peal open the roof of the trailer like a sardine can. Everytime a truck would get caught by it, the police would deflate the truck's tires. It was usually enough to clear the bridge. That rail bridge was torn down a few years ago. The rail bridge and the entire stretch of road/underpass was re-designed and re-built so things like that didn't happen anymore.
I think the road/bridge in the original post may want to consider doing the same if it's a recurring problem.
