parking brake problem

Default parking brake problem

hello about a month ago my wife hit something on the road in her 2007 monte that blew out her left.rear tire. a couple weeks later I put brakes all around and both rear wheels do not move freely. the left one wouldn't move at all. so I replaced the caliper .it now seem to be moving a little better but both rear wheels still don't move free. when she drives the car she hears a whistling coming from the left rear tire. then I noticed the parking brake does not work at. this parking brake system does not look nothing like the old style cars in which you push the pedal and it expands the shoes to the drums. I was just wondering if the parking brake could of been damaged whatever she may of hit and could be a bit engaged causing this problem .. I changed the brakes other times and never had this problem.thanks mike
