Probably 2 options on the wheels I would check with a Chrome plate business to see what that might cost . Or you could have them powder coated too. The Check with ebay and see if there are wheels like them and maybe purchase a replacement set. Who ever had it before may not have spent much time cleaning the wheels.

Welcome! Your Monte looks nice! Sadly, the issue you mentioned with the wheels is somewhat common. There are potential options. Aftermarket wheels, OEM replacement/refurbished wheels, send your existing wheels to be re-finished. There is a national company near me called Wheel Craft. They do a fantastic job re-finishing wheels. But shipping might be the hard part to justify to get them somewhere to refinish.
