Welcome to the site. Nice looking Monte, that is a pretty common spot for a gm car to rust. I think the plastic bumper meeting the metal panel has a lot to do with it.

Do you think if i just sand it down and repaint it it should look fine? I'm not sure if I could get the exact paint from GM I havent tried. I was planning on doing this in the summer when it gets nice out.
