Default 2003 monte carlo ss overheating

I have a 2003 Monte Carlo SS 3.8 engine with new radiator new radiator hoses new water pump new fresh coolant new heater core with new hoses new thermostat new temperature sensor. The car is running hot sitting still fans seem not to be clicking on but they work when you disconnect the temperature sensor wiring and when you hook a obd 2 scanner to see the temperature is at the fans click on but only with that tool hooked up.
