Angry whining noise while trying to crank

That sounds like the starter solenoid is not engaging the flywheel. When you replaced the starter was it rebuilt(bench tested) or was it from the auto store? I would try to tap on it and maybe the solenoid will work and engage. Good luck.

the starter is almost a year old. i purchased it brand new from auto zone with a liftime warranty. i took it off yesterday and autozone tested it and it passed.

When you attempt to start it does the engine turn over at all (belt move)? From the video it really sounds as if the starter solenoid is not engaging the flywheel. Could be in the ignition switch not sending the signal to the solenoid but only the starter. Never heard of that but it is hard to diagnose something via video/sound and not in person. I hope you find the problem.

I still say it's a starter problem. The pinion/Bendix gear isn't engaging the flexplate. Either the starter itself is is bad, or the wire for the solenoid that engages the Bendix is bad. I've heard many reports of bench tests passing even though the starter is actually bad, or it tests good one time and fails the next. A lifetime warranty is no guarantee it won't fail. With that being said there is a possibility the ground wire connection for the starter solenoid is bad. Check the ground wires that are bolted to a stud connecting the engine to the transmission. There are three ground wires connected to that stud, 2 small wires spliced into a single loop connector and a larger cable like the one connected to the starter. The stud is under the intake air duct.

when i try to start the car the belt does not move at all. my ignitiion switch is barely a year old.

The belt won't move because the engine isn't turning over, just the starter motor. The gear from the starter isn't engaging with the cogs in the flexplate (like flywheel) which is connected to the crankshaft. This doesn't sound like an ignition switch housing problem, you don't get any starter action at all, a security and sometimes battery light in the dash, and sometimes "buggy" gauges with that problem.
