Default vacuum diaphgram attached to brake booster (84 monte)

i have a 1984 Monte with a 305. it has some kind of vacuum diaphragm attached to the brake booster. there is a metal link on the end of this diaphragm, and it wires attached to it. (the unit, not the link) the link looks like it was maybe supposed to hook to the throttle somehow? there is an aftermarket intake on this engine so i cant tell if/where it was mounted on it. what is this thing? whats its purpose? do I need it to be there? (haven't tried removing it yet)

Mike:
Not sure what your referring to ...
Any chance you can give us a pic?

Maybe someone changed out the brake booster from something else?
