rust below fuel door?

i have a 96 monte carlo LS.... i've seen this happen on all GM cars from this period.
can anyone tell me how to fix it for good? it's been sanded down and repainted...and it comes back.
i keep hearing its the foam under the first layer of the body thats pretty much not sealed properly which lets liquid in via the plastic mold around the gas hole and rusts from the inside out causing the bubbling effect.
can anyone give me a definite answer? i'd hate to lose my car to rust.
