Default Rev limits on 2000 Monte

Hi everyone, my name is JD, and I just bought a 2000 Monte Carlo LS two months ago. Just a couple weeks ago I was revving the engine and found that it won't rev higher than 4000 RPM. Is this due to a rev limiter/governor or does it come from the factory like this? This is my first Monte Carlo, so I have zero experience with this car! If it is a governor, can it be removed?

It is an electronic rev limiter so dumb people don't blow up their motor.
